A fair society must take special care of the poor,the sick,the young and the old ,because they can‘t earn much money like others.But they belong to human being.Their lives must be protected by the society .So the modern society must build a Social Welfare System to help them .
The system is different from the one that “recompense is made according to the amoumt of labour expended”.The system ensure everyone must get the lowest base of food,medical service,house,clothes and so on.If a country is more developed ,its Social welfare system must be better .
